From 01/7/2026, businesses will carry out labor registration procedures simultaneously with mandatory social insurance (SI) participation registration for employees according to new regulations from the Ministry of Home Affairs.

This regulation was issued in Decision No. 645/QD-BNV dated June 9, 2026, announcing new administrative procedures for labor registration and adjustment of labor registration information according to Decree No. 318/2025/ND-CP.

Applicable Subjects

From July 1, 2026, the new regulation applies to employees subject to mandatory social insurance participation according to the provisions of the Social Insurance Law.

This means that when businesses carry out social insurance participation registration procedures for new employees, labor registration information will also be simultaneously updated on the system.

How is the labor registration process carried out?

Step 1: Employee provides information

Employees provide complete and accurate information according to the social insurance participation registration form and are responsible for the accuracy of the declared information.

Step 2: Business carries out registration

Employers carry out labor information registration when submitting registration documents or adjusting social insurance participation information as regulated.

Step 3: Data synchronization

After the social insurance agency receives and processes the documents, labor registration information will be automatically synchronized into the national labor database.

When is it necessary to adjust labor registration information?

Businesses need to adjust information when there are changes related to:

  • Position, job title;
  • Employee's occupation;
  • Type of labor contract;
  • Workplace.

The adjustment is carried out simultaneously with the social insurance participation information adjustment procedure.

Processing time and fees

  • Processing time: 05 working days.
  • Fees: No fees.

What do businesses need to prepare?

To ensure compliance with the new regulations from July 1, 2026, businesses should:

  • Review existing employee records;
  • Standardize employee personal information;
  • Check internal social insurance participation procedures;
  • Proactively update forms and HR management processes according to the new regulations.
